Feel boring when you can’t view webcam? Here is a trip from Yahoo! Help Center that help you to solve your problem. Normally, If you are running Windows XP, the Built-In Internet Connection Firewall (ICF) maybe enable without your knowledge. This is the default setting of Windows to protect your PC from hacking. However, of course, this default setting may block you from running some applications you might need to use like Viewing WebCam in Yahoo! Messenger. Anyway, there is always a way to solve the problem. Below are the steps to enable you to veiw WebCam by instructing you to ensure that the correct ports are opened.

1. Click Start, Settings, and select Control Panel.
2. Double click on the Network Connections icon.
3. Right click the connection that you use to connect to the Internet, and then click on Properties.
4. On the Advanced tab, uncheck the box Protect my computer… if you would like to disable the firewall. If you like to only open the webcam ports, check the box and continue with the remaining steps.
5. Click the Settings button.
6. Click the Add button.
7. Under Description… fill in Yahoo! Webcam. Under Name or IP… fill in 127.0.0.1. Under both External Port and Internal Port fill in 5100. Check the button TCP.
8. Click OK to close all opened dialog boxes.

Work done! I guess now You can view webcam in Yahoo! Messenger.

In November, the month when the Mekong River starts to sink back to its normal level at the end of the rainy season, there is a big traditional festival in Cambodia. It is called Water Festival (Bonn Om Teuk), rowing boat racing. It is the biggest holiday for Cambodian. The festival lasts three days so that boats from near and far provinces can join the contest. During the festival, Cambodian across the country gathers in Phnom Penh, capital of Cambodia, to attend and celebrate this festival. Every year, during this event, around 10% of Cambodia’s population (base on the Cambodia Inter Census in 2003, Cambodia’s population is approximately 13 millions) moves in Phnom Penh to catch this event.

The Water Festival has a tremendously sole history. Historically, during the Angkor era in the 12th century, under rule of King Preah Bat Jayvarman VII, Khmer Empire had occupied most part of Indochinese Peninsula. The King had battled with enemies to defend the empire as well as to expand the territory. With a very powerful naval force, the King had defeated his enemies all the time. As a result, the King had decided to organize every year the Water Festival in Bayon Temple and Batteay Chhmar. The purpose is to select a champion of sailing battle. In addition, the ceremony is also to train his army to prepare for battle. People can see lots of statues about sailing battles under the leadership of King Jayvarman VII have been carved on the wall of Angkor Thom temple. Because of this, from then up to now, the custom of this has become a very import traditional festival in Cambodia. Moreover, this event is to admire the military exercise of our navy force in the course of national defense and to express thanks to the 3 Buddhist symbols, Gods and all holy things which help us, especially with agriculture (rice fields) and serves as an opportunity to pray to our lord for the happiness and sufficient rain for rice cultivation. Additionally, there are others three ceremonies, namely (1) illuminate float (Loy Pratip) , (2) Moon salutation (Sampeas Preah Khe) and (3) the eating of pestle new special rice with banana or coconut juice (Ork Ambok), is included during the festival as well.

Beside, office and email application, web browser application is a crucial component of computer application. Most of computer user need it to surf internet. Recongizing this demand, software developing companies have developed the web browser and struggled to gain the market share. In today web browser market, two web brower are well-know by most of computer user. They are Internet Explorer and Mozilla Firefox. They are the most popular web browser among internet user and they are now fighting each other to gain the market share.

By the time the first version of Mozilla Firefox was released, more than 90% of the market share was occupied by Internet Explorer. That mean to say out of 10 internet user, 9 was using Internet Explorer. However, just within a few year, Mozilla Firefox has developed and upgraded its self to attract internet user and gained up to 14% of the market share while Internet Explorer has dropped its market share down to 80%.

Just recently, Mozilla Firefox has released its new version, Mozilla Firefox Version 2.0. At the same time, Internet Explorer, has upgraded to a new version, Internet Explorer 7, as well. However, there was a report of infection with Internet Explorer 7, just after a few days of its releasing.

With the new version of both web browser, the question has come out. Can Mozilla Firefox catch up Internet Explorer? Can Internet Explorer maintain its market share? Well, let’s wait and see.

The law on Military Duty has been drafted and discussed among lawmakers and be aware by most of Cambodian for decade. Finally, on Wednesday, October 25, 2006, Cambodia National Assembly has approved the Cambodian Military Obligation Law. 74 out of 82 of parliamentary members presented during the assembly meeting have voted to endorse the law.

The law consists of 16 articles. This law will be applied for all Cambodian of both sexes aged between 18 to 30 years old as it proclaims that those Cambodian must fulfill their military duties by serving in the army for a period of 18 months. For those who intend to getaway from this duty in any way, for example fleeing oversea will be sentenced to jail.

Although the law has been approved by the Cambodia National Assembly, there were a lot criticizes some lawmakers from opposition party as well as some Cambodian. A lawmaker from opposition party has criticized that the military duty may lead to corruption and unfair practice. Beside, as Cambodia is in peace this law is not an asset. Reacting to this law, some students have complained that this law will affect their study as they have to suspend their schooling in order to fulfill their military duty. Moreover, some private company Cambodian employees will be worried so much about their job security. Since they are required to fulfill the military duty, they have to resign or suspend their job. Hence, there is no assurance or guarantee that they will get back their job after completing the military duty as the Cambodia Labor Law is rarely enforced. However, some feel optimistic with this law because they think that this law will help to develop and strengthen Cambodian youth knowledge, skill, especially their characteristic.

Even though the law has been approved, we are not sure to what extent the Royal Government of Cambodia can practice this law as there are a lot of efforts need to be done. On the other hand, national budget is also a crucial determinant to help the government to achieve this effort.
